Actions taken at the April 19 meeting of the Buncombe County Board of Commissioners:
• The board passed a zoning ordinance that could allow more asphalt plants to be built in the area. The resolution enables plants to be located in employment zoning districts in addition to the open use districts where they're already allowed. The plan includes a number of safeguards designed to ensure that any new plants in employment districts would not have a detrimental impact. The change passed 3-1. Board Chair David Gantt voted against it; Vice Chair Bill Stanley was absent.
• The board unanimously voted to allocate $1.22 million in the 2012 budget to help fund conservation easements that will preserve approximately 1,640 acres of land in the county.
