What should be clear from the draft, but what is seldom clear in the headlines or reporting I've seen is that, at this stage, what I'm seeking is Council endorsement of a pending state law that would PERMIT cities to adopt public financing if they so choose. This is not a resolution that would "create" a public finance system.
