Michael Roy Carter, 46, of Candler, was sentenced to at least 19 years in state prison after pleading guilty to one count of first-degree statutory rape, according to the District Attorney's Office.
A lawsuit claims Carter started paying “special attention” to the girl when she was enrolled at the now-defunct Rainbow Child Care in 1989.
