Perdue blames economy for setbacks in foundation to positive campaigning

Wrapping up a fierce election cycle in which her campaign raised or borrowed $18 million, Beverly Perdue declared three years ago she wanted to find a way to reduce the money chase in North Carolina gubernatorial politics.

The Democrat said during her 2008 campaign that once elected she would form a panel designed to lay the groundwork for a private foundation. The foundation would offer money to candidates in 2012 who agree to strict outside fundraising limits and avoid negative campaigning.

"Done right, it will take the pressure off fundraising, and let me tell you, it's a hard job and none of us like it," she said at the time.
