Here's the press release from the office of Rep. Mark Meadows (NC-11):
Meadows Looks to Hold President Obama Accountable With the “Require a Plan Act”
Washington, D.C. – Representative Mark Meadows (NC-11) released the following statement after supporting H.R. 444, the Require a PLAN Act. Meadows is also a cosponsor of the legislation which would require the president to explain how he intends to balance the budget.
“It’s time that President Obama is held accountable to the same rules millions of Americans and small businesses across the country adhere to on a daily basis: do not spend beyond your means. This is a concept that is so simple, yet the president has failed to understand it over his past five years in office. Not only has the president refused to produce a balanced budget, but he has been late in submitting one for four out of the past five years.
“I am proud to support the Require a PLAN Act, because it will force President Obama to submit a balanced budget so the federal government can finally live within its means.”

The one area of the budget I can see that could use instant downsizing is the Pentagon's funding. That might solve everything.
