A proposal to redevelop the former industrial and social core of Swannanoa into a more than $14 million mixed-use housing and business center is not a done deal, an owner of the former Beacon Manufacturing plant property has said, raising more questions about the fate of the fenced-off 40-acre site bordered by mill homes.
