Dear Mayor and Council:
As Council directed at last evening's meeting, City staff met
last night and today and reviewed the request of Occupy Asheville for 24
hour use of park property in downtown in connection with a protest
event. The request was for an unspecified period of time, and a
preference was expressed for the use of a portion of Roger McGuire Green
in the new Pack Square Park.
Our review has included parks and other public properties in and
close to downtown, with the idea of offering a range of options in a way
that will minimize or eliminate the need for further Council involvement
(ordinance amendments, etc.). We are still reviewing the logistical and
legal issues associated with several potential locations, and that
review may affect the locations that we can consider. I have been
corresponding throughout the day with Jennifer Foster, the attorney who
spoke last night. We will be meeting with a delegation from Occupy
Asheville tomorrow at 3 PM.
