I don't mind going with her. I know Boyd has spoke with the group as
well and can take him with us. The first time will be to explain our
ordinance and issue warnings only. We will need to talk and develop a
united front on when to issue the real ones. With the Animal Control
Ordinance, the good thing is these are civil penalties and not criminal
penalties so the tendency for a physical confrontation is mitigated.

I agree that we need to make notification during the day. Captain Fisher
I will get with Brenda on Monday and get up with you and get a patrol
supervisor to assist Brenda.

We need to make sure the participants are aware of the Ordinances and we
will hold them accountable. Please ensure she coordinates with an
officer (preferably Sgt. Riddle or Sgt. Lance) to make the joint
notifications.

have dogs which are receiving questionable care, but more importantly
are posing a public safety issue by being unvaccinated, unlicensed and
unaltered. Here is what I think needs to happen...

Officer (or Police Officers) for the purpose of speaking to pet owners.
On the first visit we should write warnings to all residents not in
compliance and provide license applications, and anti-tethering
brochures, etc.
> In about 30 days we should return and speak with these folks
and issue citations to the previously mentioned pet owners if they are
not in compliance. This would be enough time to establish their
residency in Asheville and responsibility to comply with the ordinance.
If there are new individuals then a new batch of warnings as well.

don't want us to be remiss in allowing violations having an immediate
impact on public health. Just wait until one of the dogs bites somebody.
At least if we make an appearance with an effort to educate this
population we can show that APD is proactive.

or another version of this plan is doable. Thank you!!!
