Captain Benson,



We have a problem at Occupy Asheville. Many of the residents have dogs
which are receiving questionable care, but more importantly are posing a
public safety issue by being unvaccinated, unlicensed and unaltered.
Here is what I think needs to happen...



1. I think Animal Services needs to make a visit with a Police
Officer (or Police Officers) for the purpose of speaking to pet owners.
On the first visit we should write warnings to all residents not in
compliance and provide license applications, and anti-tethering
brochures, etc.
2. In about 30 days we should return and speak with these folks and
issue citations to the previously mentioned pet owners if they are not
in compliance. This would be enough time to establish their residency
in Asheville and responsibility to comply with the ordinance. If there
are new individuals then a new batch of warnings as well.
3. Return about every 30 days in a like fashion.



I understand the sensitive nature of this situation, but also don't want
us to be remiss in allowing violations having an immediate impact on
public health. Just wait until one of the dogs bites somebody. At
least if we make an appearance with an effort to educate this population
we can show that APD is proactive.

Please think this over and let me know if you think this plan or another
version of this plan is doable. Thank you!!!
