Yes, It can be written as one in the same. A TULIP policy is a special
events policy and can be included in an OCIP. Jon do you keep
statistics on the number of permitted events that the City allows on
City property. This will also include sponsored events such as Bele
Cher and other festivals? Thanks.

Hi Betty, I’m so glad you’re researching an OICP. Where I’m not sure an
OICP will cover special event uses, a TULIP policy (stands for tenant
user liability insurance policy) would cover any tenant that wants to
use a facility for a special event. I’d love to know your thoughts on
this when you have a moment.

I visited the site of occupy Asheville. As with other organized groups
that hold activities on our property I recommend that this group
purchase liability insurance and name the City additionally insured.
I am concerned about the vehicle exposures that are created with tents
and signs not being secured properly and that this appears to create an
attractive nuisance increasing liability for the City of Asheville and
the citizens of Asheville. Also, as far as the site is concerned, is
the site owned by the City or the State. If the State permitted the use
to the City for parking I would be recommend that the City notify the
State of a change in activity at this location. As a solution (option),
I am currently working on an OCIP program that this group or any other
group that is required to have insurance when on City property can
purchase directly from the City. At this time we are clarifying
underwriting requirements relative to policy pricing. I expect to have
the framework and cost of this option by October 25th.
