As you work with the other departments they must meet the applicable
codes. For example, I think they want the ability to have fires and I'm
betting AFR will say no. Anything that is code related we can't
override and neither can Council. Council does have some latitude on
Ordinances but I'm betting they will only discuss those since it sets
