Thanks, Wayne that’s what I thought. I had sent an inquiry to Jeff
Richardson but later heard from Robert Griffin that the City isn’t
willing to sign off on fire so Jeff Payne declined the op fire permit.



We have however received approval on the temp use (building/fire) but
are now waiting for Risk Management to decide if they can sign off on
the encampment at all. Betty Coulter said there would be a meeting
today with Jeff Richardson and others to discuss - she didn’t feel
comfortable approving the permit application last night so I can not
issue the OSE permit as it stands. I hope we’re able to get everything
sorted out by end of day so to provide the applicant with a
determination on the various details within their permit application.



PS: We will not be providing barricades as requested. Streets does not
have the inventory to fill the request. I have advised the applicant
and they are researching alternate options such as the orange plastic
snow fencing from a private source. Do let me know if the use of
temporary snow fencing will pose any containment/safety/occupancy
concerns for Fire.

If this is CoA property, then the agent would be the city manager, city
attorney, or affected department head such as Transportation, Civic
Center, Parks, etc. Agencies with an affected ROW such as Progress,
NCDOT, MSD, etc would also need to approve the use of fire on their ROW.

fires/flames?
2. Need written permission from property owners and right of way
