At its June 10 meeting, the college’s board of trustees unanimously approved a plan to find a replacement for President Dennis King, who announced last month that he’ll be retiring in January. The new hire would start no later than July 1, 2020, but no earlier than February of that year.

Under the new contract, according to a presentation by county Solid Waste Director Dane Pedersen available before the meeting, all customers would receive trash and recycling containers from Waste Pro as part of a $19.21 monthly service fee. Currently, customers pay a $16.08 base fee and can rent containers for an optional $3.80 per month.
Minneapolis-based CliftonLarsonAllen conducted roughly 2,700 hours of work — over three times its original estimate of 885 hours — from July 1 through May 14, when CLA principal Bill Early presented the results to the Buncombe County Board of Commissioners.
On the social media site Nextdoor, multiple residents say they haven’t received utility bills before getting the associated delinquent notice. The city, which has collected over $820,000 in late fees every fiscal year since at least 2015-16, says there are no plans to change billing systems or research improvements to the current approach.
While Buncombe County’s current proposed budget includes nearly $3.6 million in new education funding, total requests from local systems on May 7 came to roughly $8.16 million. That figure includes $1.06 million more for A-B Tech, $2.09 million for Asheville City Schools and $5.01 million in increased funding for Buncombe County Schools.
According to personal finance website WalletHub, Asheville is the nation’s 39th best small city in which to start a business. A combination of industry variety, high workforce educational attainment and low labor costs helped the city beat out over 1,200 other markets with fewer than 100,000 residents.
At least 35 bears have been struck and killed since May 2018 in the 28-mile stretch of I-40 between the Maggie Valley exit and the Foothills Parkway in Tennessee. The Pigeon River Gorge Wildlife Connectivity Project, a joint effort of at least 19 governmental and nonprofit groups, is working to bring that death rate down.
Speaking at the board’s April 30 budget work session, Chair Brownie Newman emphasized that education officials shouldn’t count on “automatic” growth of county support. “I think they should have to justify all of it,” he said.
Buncombe’s current policy, said County Manager Avril Pinder, requires a fund balance of at least 15%, or $47.35 million. However, the projected fiscal 2020 budget would put the balance at 14.76%, and if a $5.25 million sale of county property on Ferry Road is delayed or falls through, the balance could drop to as little as 13.09%.
“This is giving us a way to organize at a regional scale around carbon farming and climate resilience,” says Co-operate WNC founder and permaculture educator Friedman. “Us doing little stuff in our backyards is not adding up to climate resilience — I wish it were, but it’s not.”
Eric Bradford, director of operations at local environmental nonprofit Asheville GreenWorks, calls China’s restriction of its recyclables market a wake-up call for domestic recyclers. “We were basically paying China to be our landfill for these ‘recyclables,’ and we felt good about it,” he says.
The Buncombe County Board of Commissioners got its first look at the county’s fiscal year 2020 budget at a noon meeting originally announced to review the agenda for the board’s 5 p.m. regular meeting on April 16.
Under the revised policy, all certified 501(c) nonprofits registered in Buncombe County would be able to buy property appraised at less than $30,000 for its fair market value, first come first served, during the 10 days after its declaration as surplus. Only after that window has passed would the property be listed online for perusal by the general public.
City Chief Financial Officer Barbara Whitehorn proposed that Asheville institute a program of regularly issued general obligation bonds to support capital improvement projects, while Council member Julie Mayfield discussed a property tax increase to boost Asheville’s operating budget.
Taken together, the adjustments on the docket would generate nearly $1 million in new annual revenue for water operations and capital improvements. In a staff report issued before the meeting, city CFO Barbara Whitehorn estimated the total annual impact of the changes as $6.60 per household.
“I don’t know how to stretch $230,000 into three-quarters of a million. I just don’t know how to do it. Maybe if I had Jesus here with the fish, and he was feeding everybody, maybe we could do that,” said committee member Keith Young to laughter from the audience. “That’s kind of a tongue-in-cheek response, but it is tough.”
