After months of haranguing City Council over the wording of a climate emergency resolution, over 40 protesters with Sunrise Movement Asheville occupied the government building on Dec. 6 to demand that Mayor Esther Manheimer and her colleagues pass the document as written by the climate justice group.
Asheville City Council voted to halt hotel approvals for one year and will use the time to examine the impact of hotels on the community and develop new guidelines for hotel approval.

On Friday, Sept. 6, said Council member Julie Mayfield, the city will hold an affordable housing work session to explore options such as tiny homes and housing voucher acceptance for long-term rentals. Mayfield also announced that Council plans to discuss whether the city should temporarily ban new hotels in the city during its Planning and Economic Development Committee meeting on Thursday, Aug. 29.

As the Buncombe County Tourism Development Authority unanimously passed its nearly $19.36 million operating budget for fiscal year 2019-20 on June 26, Brown noted that the authority had begun engagement around its Tourism Management and Investment Plan.
At Asheville City Council’s June 25 meeting, Council member Julie Mayfield flipped on her previous opposition to the project, joining Mayor Esther Manheimer, Vice Mayor Gwen Wisler and Vijay Kapoor to complete a majority vote that allowed the rezoning of the historic building for hotel use.
“We used to talk about presidents and members of Congress having permanent campaigns, meaning they never really stop campaigning, and I think the same thing has now trickled down to the state level,” says Chris Cooper, head of Western Carolina University’s Political Science and Public Affairs Department.
Transit, tree protection and city employee wages were among the issues that brought more than 100 people to the May 28 City Council meeting.
Around 100 people attended Asheville City Council’s nearly five-hour meeting on March 14, during which 27 speakers declared both resistance and support for the conversion of the Flatiron Building into a hotel.
Community members took the opportunity to discuss the issues surrounding the tourism industry in Asheville and hear a presentation from the WNC Green Party about restructuring of hotel occupancy taxes during an April 24 “Re-Imagine the TDA” public meeting.
The total cost of those buses, according to a city staff report, would be approximately $1.5 million, of which Asheville would contribute $225,000 in matching funds. Some members of the public commented that the switch from battery-electric to hybrid buses represented a step backward in the city’s efforts to reduce carbon emissions.
City Chief Financial Officer Barbara Whitehorn proposed that Asheville institute a program of regularly issued general obligation bonds to support capital improvement projects, while Council member Julie Mayfield discussed a property tax increase to boost Asheville’s operating budget.
“I don’t know how to stretch $230,000 into three-quarters of a million. I just don’t know how to do it. Maybe if I had Jesus here with the fish, and he was feeding everybody, maybe we could do that,” said committee member Keith Young to laughter from the audience. “That’s kind of a tongue-in-cheek response, but it is tough.”
Incumbent Asheville City Board of Education members Shaunda Sandford and Martha Geitner faced tough questions from Asheville City Council at an interview session on March 26. But at Council’s regular meeting that same evening, the two were unanimously reappointed to four-year terms on the board. James Carter was selected to fill a two-year vacancy created by the resignation of board member James Lee.
