Buncombe County Planning & Development: Notice of special public meeting

Notice is hereby given that the Buncombe County Board of Adjustment (the “Board”) will hold a special meeting on Wednesday, December 13th, 2023 at 12:00 pm (the “Meeting”), at the Commissioners Chambers on the third floor of 200 College St, at which the Board will hold public hearings to consider the following applications:

ZPH2023-00024 Sheehan Townhomes SUP: Warren Sugg, P.E., of Civil Design Concepts, P.A., on behalf of William Stowe of Milo General Contractor, LLC, applicant, has applied for a Special Use Permit pursuant to the Zoning Ordinance of Buncombe County Sec. 78-641(a), Sec. 78-677, and Sec. 78-678(b)(6) to establish a Planned Unit Development (Level 1) for a 119-unit townhome development on tax lot PINs 9653-85-9992, 9653-86-8484, and 9653-87-2129 (145 & 183 Sheehan Road and an unaddressed parcel just northwest of PIN 9653-86-8484). ZPH2023-00028 Bel Air Resort SUP: John Kinnaird of Brooks Engineering Associates, P.A., on behalf of Eric Harari of Bel Air Resorts Group, applicant, has applied for a Special Use Permit pursuant to the Zoning Ordinance of Buncombe County Sec. 78-641(a), Sec. 78-677, and Sec. 78-678(b)(7) to establish a Planned Unit Development (Level 2) for 89 commercial units, of which 65 are reserved for glamping, 8 on-site employee housing units, spas, a grocery store, pickleball court, petting zoo, zen garden, amphitheater, and a community garden area on tax lot PINs 0646-29-3329 and 0647-20-6750 (two unaddressed parcels off Major Mountain Road). ZPH2023-00032 Bel Air Resort Vested Rights: Robert C. Carpenter of Allen Stahl & Kilbourne, on behalf of Bel Air Resorts Group, applicant, has applied to extend a Special Use Permit for a Planned Unit Development (Level 2) through a vested rights approval of 5 years pursuant to the Zoning Ordinance of Buncombe County Sec. 78-622. This application would extend vested rights for ZPH2023-00028 to construct 89 commercial units, of which 65 are reserved for glamping, 8 on-site employee housing units, spas, a grocery store, pickleball court, petting zoo, zen garden, amphitheater, and a community garden area on tax lot PINs 0646-29-3329 and 0647-20-6750 (two unaddressed parcels off Major Mountain Road). Those wishing to provide witness testimony should, and those requesting to participate as a party with standing must, complete and return the appropriate form to the Board at least 24 hours prior to the hearing via mail or hand delivery to: Buncombe County Planning, 46 Valley St., Asheville, NC 28801, or via email to: pzboards@buncombecounty.org.
