Legislation passed by the General Assembly last year eliminates career status, a designation that has given teachers tenure-type protections.
At the same time, lawmakers allowed school systems to offer one-time, four-year contracts and salary bonuses to top 25 percent performers, setting up a new debate over whether the measure will do more harm than good.
