Freeman’s contract with Asheville City Schools provides him with an annual base salary of $150,000, plus “any annual supplement approved or established by the board.” In the 2018-19 school year, supplements added just over $39,000 to then-superintendent Denise Patterson’s annual compensation of $122,484.
A $5,000 moving allowance will ease Freeman’s transition into his new Beaverdam residence. Like Patterson, he will also receive a monthly transportation allowance of $400. His sick and vacation leave will follow standards established by state law and the state Board of Education, although he will also receive seven days of additional vacation time above the state minimum.
The new superintendent owes a doctor’s note to the ACS board by March 18, “certifying to the physical competency of the superintendent the essential duties and responsibilities of superintendent.” In the case of a serious medical disability, Freeman will be asked to provide additional documentation — possibly an important requirement given his 2 ½-month absence from his current position.
If a disability were to extend more than two months beyond the period covered by accrued sick and vacation pay, the school board could choose to terminate the employment contract. By state law, board members can also cut a superintendent loose for cause, including unsatisfactory performance, but must follow a defined process and provide a hearing.
