An Economic Analysis of the COPA agreement between N.C. and MIssion Health

On Feb. 10, 2011, Gregory S. Vistnes completed a report commissioned by MIssion Health System and submitted to state legislators: An Economic Analysis of the Certificate of Public Advantage Agreement Between the State of North Carolina and Mission Health. Vistnes examines the local and regional impacts of the 1995 agreement, which set guidelines for the merger of Mission and St. Joseph hospitals. In April, Franklin, N.C., orthodontist Sen. Jim Davis, Republican, proposed SB 698, a bill calling for further review of the COPA.

State legislator­s adopt resolution to investigat­e DENR’s handling of CTS site

North Carolina legislators may soon appoint a committee charged with investigating how the state environmental agency has handled the contaminated CTS site in Asheville. On April 11, the N.C. House adopted a resolution (HB 186) that calls for creating a “house select committee” for the issue. Rep. Tim Moffitt, Republican, was the primary sponsor. For the full text of the resolution…

Restated and Amended Supplement­al Water Agreement, 1996

In 1981, Buncombe County, the city of Asheville and individual water districts in the county came together and created the Asheville/Buncombe Water Authority. In 1995, Henderson County joined in, creating a historic regional group. Here’s the 1996 “Restated and Amended Supplemental Agreement” to the previous year’s “Regional Water Supply and Water Service Agreement” adopted by Asheville, Buncombe and Henderson officials.

Join Me on the Bridge


On March 8, a handful of women gathered on the Flint Street bridge in downtown Asheville: They were joining in a worldwide action, Women on the Bridge. “The idea … came from the country directors of Women for Women’s programmes in Rwanda and the Democratic Republic of Congo,” organizers explained. It’s the 100th anniversary of International Women’s Day, and as the signs said, “Stronger Women Build Bridges of Peace.”

Ira B. Jones Elementary­’s may have winning recipe

Asheville’s Ira B. Jones Elementary School may have a winner: The school’s “Tuscan smoked turkey and bean soup” concoction made the final round of the Recipes for Healthy Kids competition, U.S. Department of Agriculture officials announced today, March 9. But the next round includes a chance for the public to vote for their favorite recipe among a wide field of semifinalists.

EPA proposes adding local CTS site to Superfund list

In September 2010, Environmental Protection Agency officials announced they would consider proposing that the contaminated CTS site be added to the National Priorities List — that is, the Superfund program. Today, March 8, 2011, the EPA said it has taken that step and recommended that the property, located on Mills Gap Road in south Asheville, be added to the NPL of Superfund sites. The federal Superfund program is charged with investigating and cleaning up “the most complex uncontrolled or abandoned hazardous waste sites in the country,” the EPA press release says.
