Buncombe FY 2023 budget recognized with Distinguished Budget Presentation Award

Continuing a running streak of 27 consecutive years, Buncombe County is pleased to announce the Fiscal Year 2023 adopted budget received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award.

“This is an award for the County as a whole,” states Budget Director John Hudson. “While this recognition may be awarded to the Budget Office, the budget document reflects the tremendous efforts of every department to build budgets that maximize service delivery to our community.”

The Distinguished Budget Presentation Award reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. To receive the budget award, staff had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a:

-Policy document
-Financial plan
-Operations guide
-Communications device

To earn the award, budget documents must be rated as proficient or outstanding in all four categories, and in 14 mandatory criteria within those categories.

Following the conclusion of budget adoption, the budget team works to prepare the annual budget document for publication and in accordance with the GFOA’s best practice criteria. After submittal, it is reviewed by association members for adherence to the guidelines and then notations are provided back to the County for exceptional work as well as feedback for improvement. Reviewers noted, “I thought the staff did an exceptional job outlining each revenue stream for the municipality and how those funds were utilized.” And, “the budget document was organized and structured in a way that made it understandable and usable for the reader.”
