The City of Asheville Public Works Stormwater Division will be launching a project to improve stormwater drainage in the areas of Carter Street, S. Ann Street and Patton Avenue in the summer of 2022.
The project will bring much needed flood and run-off relief to the area, as well as allowing the City to undertake general streetscape improvements for sidewalks, lighting and pedestrian accessibility in the area.
Area of Work
The Carter, Ann, Patton Stormwater Project (CAPS) will place a new stormwater collection system within the public right-of-way that extends the existing stormwater collection system.
Construction is expected to continue into 2023 and kick off this summer.Possible Impacts – Get Familiar – Be Prepared!
Like any major upgrade to our infrastructure, there will be impacts. The City wants to let everyone know well in advance so you can plan accordingly.

Here are improvements being made through this project:
-Reduced area flooding and stormwater system upgrades
-New ADA accessible sidewalks on Patton Avenue
-New high visibility crosswalks in project area
-Street resurfacing
-Street-level manhole and utility cover adjustments
-Lamp posts in keeping with existing historic style
