Section 3-27(a) of Asheville’s city ordinances states: “Every person owning or having possession, charge, care, custody or control of any animal shall keep such animal exclusively upon his/her premises. However, such animal may be off such premises if it is under physical control of a competent person and physically restrained by a chain, leash or harness, not to exceed eight feet in length and held in the hand of said person.”
The Asheville Police Department advises residents to please call (828) 252-1110 immediately if they wish to report an unrestrained animal acting aggressively in a public space.
