The reparations commission unanimously approved a recommendation for the city of Asheville and Buncombe County to “stop further harm” to the Black community by “ceasing the repetition of institutional processes that lead to racially disparate outcomes.” The audit is meant to ensure that such harms have actually ceased and that local governments are in compliance with applicable laws and regulations.
Xpress took a look at the hardest-hit departments at the city of Asheville and Buncombe County to learn how job openings might be impacting residents and what governments are doing to hire staff amid nationwide recruitment challenges.
The 20,000-square-foot facility, to be operated by A-B Tech, would “provide a pipeline of skilled workers prior to the plant opening, helping to recruit qualified candidates and pre-train and post-train employees.” The funding would come from future county bonds that would be repaid through local sales tax revenues.
Data from the Greater Asheville Regional Airport Authority shows that just 1,210 people boarded a plane at the airport in April, the latest month for which information is available. That number marks a 98% decrease from the 61,230 enplanements reported in April 2019.
“The No. 1 thing that has increased with the drivers — and I’m sure with the passengers as well — is stress,” says Diane Allen, who has worked as a city bus operator in Asheville for 14 years.
“This could be a catastrophic change in revenue year over year,” said Mayor Esther Manheimer about projections for fiscal year 2021. “Before we start spending new money, I want to know if we’re going to see a little bit of a normalization on the horizon. I don’t want to be sitting here with a $20 million deficit in the next fiscal year.”
At a March 24 press conference, Fletcher Tove, Buncombe County’s emergency preparedness coordinator, said public health staff were finalizing a new supplemental state of emergency declaration that would mandate a “stay home, stay safe” approach to fighting the spread of the disease.
