An action plan county staffers presented to the Board of Commissioners Oct. 18 includes steps to help owners of cheaper homes seek reductions if they think the county has valued their homes too highly, to get property owners to report when they upgrade their homes and to refine some aspects of how Buncombe’s appraisers do their jobs.
The county plans to spend $844,000 on new tax assessment initiatives over this fiscal year and the next. Actions include asking Buncombe residents to report improvements to their homes, buying software to double-check the valuations county staffers give to homes and reaching out to residents to help them challenge their property tax values.
Proposed changes on the agenda for the commissioners’ meeting Tuesday, Oct. 18, include adding staff and improving software to make the county’s assessment of home values more accurate, asking state legislators to expand a tax break some homeowners get under state law and increasing efforts to tell homeowners how to challenge their tax value.
Issues of racial and economic equity dominated the debate over residential valuations, with critics arguing that Buncombe’s practices are unfair to low-income residents and communities of color. While those issues aren’t immediately apparent with commercial property, suggests ad hoc committee member Ori Baber, other deficiencies with county assessments likely do carry over from the residential side.
The county’s ad hoc reappraisal committee, tasked with reviewing allegations that Buncombe’s tax assessment process was unfair to low-income residents and communities of color, presented its recommendations to the board. And commissioners approved annual funding for reparations, honoring a request from the joint Asheville-Buncombe Community Reparations Commission.
In response to a report by Asheville-based planning firm Urban3, Newman tasked county Tax Assessor Keith Miller with forming an ad hoc committee to provide guidance for future tax assessments and identify potential equity concerns. The committee presented its recommendations to the county July 19.
A 10-month review, designed to address citizen complaints and equity concerns about Buncombe County’s approach to property assessment, is scheduled to conclude at the Board of Commissioners meeting Tuesday, July 19.
While the median sales ratio for the county overall increased by roughly 18% the rise was not evenly distributed. Urban areas such as Central Asheville and Southside generally saw larger percentage gains than did rural areas like Candler and Avery Creek.
If the Buncombe County Board of Commissioners were to maintain the property tax rate at 52.9 cents per $100 of assessed value for fiscal year 2021-22, noted Buncombe budget analyst Rusty Mau, the county would see about $237 million in property tax revenue, up nearly 12% from the $212 million budgeted for 2020-21.
After a unanimous Board of Commissioners vote on Sept. 1 to adopt a new Schedule of Values — the regulations used by Buncombe tax assessors to determine how much all property in the county is worth — owners have until Friday, Oct. 2, to file an appeal over the rules.

The Buncombe County tax department finished its preliminary property tax reappraisal for 2017 and it shows, before appeals have been filed and settled, that the county’s 2017 property tax base is approximately $31.5 billion. That’s an increase of $6.8 billion from the last assessment in 2012.
