The Asheville Citizen-Times reports that a Leicester man is facing horse neglect charges.
Roger Carl Justice, 44, of Jones Road, was charged Tuesday with failure to provide care of an animal and allowing livestock to run at large, according to warrants at the Buncombe County magistrate’s office.
