Asheville City Council will hold a pair of public hearings on zoning requests Tuesday, Nov. 11.
Potentially the most controversial is a conditional zoning request to allow a developer to build a new private street and subdivision at the corner of South Charlotte and Hazzard streets. Root Environmental’s proposal for the Klepper Drive Subdivision calls for the new private street to branch off of Circle Street, providing access to six, single-family residential lots.
The area is at the edge of Asheville’s central business district, near a pedestrian bridge that crosses Charlotte Street and connects to Davidson Street downtown. The proposal doesn’t call for building sidewalks in the subdivision.
City planning staff recommends approving the request, noting in a report that the land is currently vacant and lies close to jobs, recreation, public transportation and shopping opportunities.
The other conditional zoning request comes from the Asheville Buncombe Youth Soccer Association, which would like permission to use a 14-acre parcel of residential land in East Asheville as its headquarters. Located at 593 Azalea Road East, the site currently holds a single-family home the organization would like to convert into an office building and parking lot.
In other business, Council will consider:
• An update from the the Asheville ABC Board. Liquor sales in the most recent fiscal year, which ended July 1, were up 8.5 percent over the previous year, bringing in gross sales of $25.7 million.
• Approving the distribution of $425,000 in federal housing funds to several local organizations who are working to improve affordable housing options.
• Authorizing Mayor Esther Manheimer to sign a letter on behalf of the city urging action to stop global warming. The letter request comes from Environment America, a national environmental advocacy organization.
