Race for N.C. House seat goes from water to schoolbooks

The race to represent southern and western Buncombe County in the North Carolina House may be a referendum on dramatic changes in state government wrought by the General Assembly’s Republican majority over the past four years.

And it could hinge on incumbent Rep. Tim Moffitt’s work on issues affecting Asheville, most notably his attempt to give the city water system to the Metropolitan Sewerage District without compensation.

Democratic challenger Brian Turner says he would take a more balanced approach and try to roll back the damage he says the GOP has done to the state’s schools and environment.

Moffitt district favors GOP, but experts see close race

On paper, Republicans should have an advantage in the 116th House District that takes in most of southern and western Buncombe County.

But political scientists Michael Bitzer at Catawba College and Chris Cooper at Western Carolina University say the seat is among only 10-15 “in play” — meaning there’s a chance either party could win them — across the state.
