Asheville, NC (March 1, 2016): The Asheville Police Department needs assistance locating Carter Elisabeth Mantooth (12/19/1993). Carter was last seen in the downtown Asheville area on Saturday, February 27, 2016. She is 5’3″, 115 pounds, has long blonde hair and blue eyes. Carter has two tattoos, a sailor on her foot and a Day of the Dead skull on her forearm.
