On Wednesday, April 19, the Buncombe County Commissioners held a joint work with the Planning Board to review the draft 2043 Comprehensive Plan. The draft plan comes after more than a year of community input at 18 in-person, drop-in, or virtual meetings and 95 community opportunities. There were more than 5,000 community participants who helped build the draft plan.
A comprehensive plan is a document created by local governments and residents to determine what the focus and vision of the community should be over a 20-year period, and they look at the relationships between land uses, infrastructure, such as roads and utilities, and community needs. Comprehensive plans can impact how and where a community grows over time. Comprehensive plans are required by the state of North Carolina for local governments that use zoning regulations.
The draft Buncombe 2043 Comprehensive Plan covers:
• Growth, equity, and conservation
• Transportation and connectivity
• Farms, forests, and environmental conservation
• Economic development, educations, and jobs
• Health and recreation
• Hazards and resilience
• Infrastructure and energy
•Implementation of the planNext steps in the Buncombe 2043 Comprehensive Plan process:
At 9:30 a.m. on May 2, the Planning Board will hold a hearing where members of the public can provide comment on the plan.
At 5 p.m. on May 16, the Board of Commissioners will hold a public hearing where members of the public can provide comment on the plan.Any requested changes endorsed by the Board of Commissioners or Planning Board will be tracked and documented in a series of memoranda. Following adoption by the Board of Commissioners, the Plan will be updated with all final adopted edits and transmitted to County Planning & Development Staff.
