Ten years into the city’s plan to end homelessness, questions linger about the results. Chronic homelessness has been curtailed, but a shortage of affordable housing and the rising cost of living have hindered progress. Yet project partners are forging ahead with new initiatives to combat housing insecurity and ensure that those in need of shelter get it.
