Anyone who thinks Asheville City Council welcomes immigrants more than superhighways clearly has never read the Unified Development Ordinance, which is a document clearly calculated to bring in more cars while keeping out immigrants and domestic migrants both.
To bring in cars, the UDO is full of mandatory parking requirements, while Council repeatedly uses corporate welfare to attract more commuters.
To keep out immigrants, the UDO tightly restricts apartment building height, unit density and mobile homes in most areas.
It’s hard to imagine a document or a policy that causes more cars per immigrant despite Council’s laughable rhetoric to the contrary; and it’s no accident.
