The issue is that the present homeless population is not the same population that we have had in the past and our approach has been to find housing for them. The
population described in this article is an entirely different population, probably not interested in housing. They seem to come with various addiction issues and
no civil agenda other than to cause trouble. The first step is to agree that we are dealing with a different population and to assemble our leaders, law enforcement
people for them to come up with some solutions.
