Daniel Withrow, president of the Asheville City Association of Educators, says that his organization had been preparing to make its first-ever endorsements for Asheville City Board of Education seats this year but was caught off guard when Asheville City Council voted to trim the candidate pool ahead of its posted schedule.
“Many items that are now standard construction practices have been removed from our checklist, while we have added opportunities to gain points for new technologies,” explained Maggie Leslie, the nonprofit’s program director.
While the median sales ratio for the county overall increased by roughly 18% the rise was not evenly distributed. Urban areas such as Central Asheville and Southside generally saw larger percentage gains than did rural areas like Candler and Avery Creek.
Gene Freeman, Asheville City Schools superintendent, gave contradictory statements regarding the potential sale of Asheville Primary School at several meetings over recent months. Xpress has also experienced delays in obtaining basic records of the school system’s discussions.
“If it was truly perceived as an emergency, then I think we would be doing more and talking about it more,” says Asheville City Council member Kim Roney, who was elected in November on a platform that included a local Green New Deal and rapid renewable energy deployment.
Presentations by the Buncombe County Board of Adjustment and Planning Board, both delivered to the county Board of Commissioners on Feb. 2, emphasized the need for changes in how the county handles its zoning and land use policy.
Of Buncombe County’s roughly 1,600 employees, 465 are currently working remotely, and 283 have said they would continue to do so indefinitely if allowed. If those employees remained remote, the county would need about 22,700 fewer square feet of office space, allowing for more services to be consolidated in fewer buildings.
“I think we’re failing our community if we don’t get that $3 million out there,” said Andrew Celwyn, a member of the Buncombe County Tourism Development Authority board and owner of downtown Asheville’s Herbiary retail shop, in reference to a pot of money the authority had successfully used to support tourism businesses last year.
On Tuesday, Feb. 2., the Buncombe County Board of Commissioners will vote on accepting a U.S. Department of the Treasury grant for emergency rental assistance. the funds would support households financially hurt by the pandemic with rent, utilities and and other expenses related to housing.
“You can’t keep doing that year in and year out. You need to keep an eye on that,” external auditor Michael Wike told the Asheville City Board of Education about the school system’s spending at a Dec. 7 work session. “What happens when you don’t have a fund balance is almost like an individual living paycheck to paycheck: You can’t plan for the future whatsoever.”
While county relief has heretofore been available only in the form of low-interest loans, businesses will now be able to seek grants of $5,000 to hire or rehire employees at a living wage. Staff had previously believed such a grant program to be illegal but had since received updated guidance from the UNC School of Government.
COVID-19 vaccination initiatives announced by the county include a drive-thru site for second doses at A. C. Reynolds High School and a waitlist for first-dose vaccination appointments. The waitlist will replace a system that requires residents to schedule appointments directly as vaccines became available.
The state grant for Buncombe’s Low-Income Energy Assistance Program, funded as part of the first federal COVID-19 relief package, will be considered at the Tuesday, Jan. 19, meeting of the county Board of Commissioners.
The $600 checks represent the first federal assistance many in WNC have received to cope with the economic fallout of the pandemic since the first coronavirus relief package was signed into law by President Donald Trump on March 27.
The Asheville-based nonprofit Southern Appalachian Highlands Conservancy’s work included both valuable wildlife habitats, such as the Wiles Creek and Little Rock Creek preserves, and prime farmland at risk of development. Sandy Hollar Farms in Buncombe County and Bowditch Bottoms in Yancey County were among the agricultural projects completed in 2020.
“We recognize that it’s not a perfect system and the demand is quite high,” said Stacie Saunders, Buncombe County’s public health director, at a Jan. 12 special meeting called to address local vaccination efforts. “We just want to reiterate that we will not have sufficient supply of vaccine for a very long time, so it is likely that we will still hear frustration and concerns about being able to get an appointment.”
Of the 1,675 doses of COVID-19 vaccine Buncombe County had been allotted by North Carolina state officials through Dec. 28, the county had given just over 1,000 doses through Jan. 4. Only health care workers, first responders and long-term care facility residents will be able to receive the shot until Monday, Jan. 11.
