ASHEVILLE – A Thursday, March 27 meeting will give the public the chance to review and give feedback on the draft form based code for Haywood Road. The meeting, in the Little Theater of Hall Fletcher Elementary School, will take place from 4:30 p.m. to 7:30 p.m. and offer opportunities to hear presentations on the topic, ask questions and review maps related to the project. The following is a schedule for the evening’s meeting:
4:30 p.m. – 5:30 p.m. First presentation for the Form Based Code
5:30 p.m. – 6:00 p.m. Questions and opportunity to review the corridor maps
6:00 p.m. – 7:00 p.m. Second presentation for the Form Based Code
7:00 p.m. – 7:30 p.m. Final questions about the project
Form based code is a newer planning tool and alternative to traditional zoning. Form based codes help create a predictable public space on the street by guiding the form of the buildings. The Haywood Road project will serve as a pilot for the rest of the City. Asheville City Council funded this project out of recognition of the city’s growth and the desirability of development here. Form based code can be a vehicle to have clear expectations for development so developers know what the community wants and can meet those expectations.
Following the March 27 meeting, the consultants will make adjustments to the draft based on community input and present the code to the Planning and Zoning Commission at a joint work session with City Council on April 24. This meeting will be open to the public with details available closer to the date. After that meeting, the consultants will make final adjustments before delivering the final report and code to the City.
Planning and Development staff expects to bring a final Form-Based Code to the Planning and Zoning Commission for recommendation for adoption with an expectation that it will reach City Council for a public hearing in June, 2014.
“We’re excited to bring this draft code to the community,” said Planning and Development Director Judy Daniel, “It’s important for folks to give their feedback before we move it forward to the Planning and Zoning Commission.”
The March 27 meeting is the latest in an extensive community input process. In fall 2013, several hundred citizens participated in the Design Charrette for the Haywood Road Form-Based Code project. The final presentation can be viewed at http://bit.ly/1872SeU.
