The Justice Resource Center (JRC) and the services provided by Buncombe County Justice Services are now accessible in a new entrance on the 14th floor of the Buncombe County Courthouse. Previously Pretrial Services was accessed from the 14th floor, and all other services were accessed on the 15th floor. This move will make it easier to access all services from one central point.
The JRC serves individuals who are justice-involved. “No matter where you are in the criminal justice process from pretrial to conviction, we want to support people,” says Justice Services Director Tiffany Iheanacho. “While our main objective is to help those who have been charged with a crime, our services are here for anyone who needs help.” Involvement in the criminal justice system can carry lifelong impacts on the health, safety, and well-being of individuals, families, and neighborhoods. Many individuals with justice involvement are also impacted by poverty, trauma, mental illness, and/or substance abuse.
Since October of 2018, the JRC has provided services to more than 3,300 individuals. “The support I received helped me a lot to get through the program. I am very appreciative of that, and I just want people to know that this program makes a difference,” says a recent diversion program participant.*
If you have been involved in the justice system, the Justice Resource Center can help. After spending months in a therapeutic residential setting, a recent community member had nowhere to go while they tried to stay sober. A Justice Services pretrial coordinator and RHA’s Community Reentry program provided them with essential items to help meet basic needs while they also helped to find housing. They shared, “I left rehab on Monday, met with RHA on Tuesday, got a place to live Tuesday night and looked for work on Wednesday. I got a job on Thursday and have been doing good since. I hit 6 months clean yesterday.”*

New Services
Youth Justice Clinical Program
The Youth Justice Clinical Program addresses the continuum of needs by providing extensive behavioral health assessments. Comprehensive clinical assessments ensure that young people receive the most accurate recommendation for future services to meet their individual situation.
The Youth Justice Clinical Program also provides group counseling to young people via trauma-informed Dialectical Behavioral Therapy, substance use/alcohol assessment, and group therapy to youth referred through Juvenile Court Counselors. The program addresses delinquent behaviors, family functioning, and other barriers and improves their ability to effectively cope with complex traumatic experiences. Effective counseling services help eliminate barriers/reduce recidivism for court involved youth.
Driver’s License Restoration
Not having a driver’s license creates barriers to opportunity, making it hard to access a meaningful job, affordable housing, and other needed opportunities to remain free from justice involvement. The Driver’s License Restoration project, in collaboration with Pisgah Legal Services, will expand to assist some of the estimated 1-in-7 people who have active driver’s license suspensions relating to failure to pay traffic/court fines and failure to appear in court for traffic offenses. After completing the program, a participant shared, “I am a United States Army Veteran. When I first sought assistance from the Justice Resource Center, I was employed in the hospitality industry but was working towards becoming a certified Peer Support Specialist. With the help of Pisgah Legal Services staff at the Justice Resource Center, I was able to obtain my Driver’s License and get a job working with other veterans. Now I have obtained my Peer Support Specialist certification and am working everyday with people that have substance use and/or mental health challenges that are involved with the criminal justice system.”*

El Centro de Recursos Judiciales Tiene Una Nueva Entrada En El Piso 14 del Tribunal
El Centro de Recursos Judiciales (JRC, por sus siglas en inglés) y los servicios provistos por los Servicios Judiciales del Condado de Buncombe ahora son accesibles a través de una nueva entrada en el piso 14 del Tribunal del Condado de Buncombe. Previamente, los Servicios de Antelación al Juicio se accedían desde el piso 14 y todos los demás servicios al público se encontraban en el piso 15. Este cambio facilita el acceso a todos los servicios desde un punto central.
El JRC brinda servicios a personas involucradas en el sistema judicial. “Queremos apoyar a las personas sin importar donde se encuentran en el proceso judicial. Desde el proceso de antelación al juicio hasta la etapa de sentencia”, afirma Tiffany Iheanacho, directora de Servicios Judiciales. Aunque nuestro objetivo principal es ayudar a aquellos que han sido acusados de un delito, nuestros servicios están disponibles para cualquier persona que necesite ayuda. Implicación en el sistema judicial puede tener repercusiones de por vida en la salud, la seguridad, el bienestar de las personas, familias y vecindarios. Muchos individuos involucrados en el sistema judicial también son afectados por pobreza, trauma, afecciones de salud mental o abuso de sustancias.
Desde octubre del 2018, el JRC ha prestado servicios a más de 3,300 personas. “El apoyo que recibí me ayudó mucho a navegar el programa. Estoy muy agradecido por ello, y sólo quiero que la gente sepa que este programa hace la diferencia”, afirma un participante reciente del programa de desvío*.
Si ha estado involucrado en el sistema judicial, el Centro de Recursos Judiciales le puede ayudar. Un coordinador de Antelación al Juicio de Servicios Judiciales en conjunto al programa de reintegración a la comunidad de RHA ayudó a un miembro de la comunidad sin hogar mientras intentaba mantenerse sobrio, luego de haber estado unos meses en un residencial terapéutico. Juntos, estos programas les proporcionaron artículos de primera necesidad mientras también le ayudaban a buscar vivienda. “Salí de rehabilitación el lunes, me reuní con RHA el martes, conseguí un lugar para vivir el martes en la noche y busqué trabajo el miércoles. Conseguí trabajo el jueves y he estado bien desde entonces. Ayer cumplí 6 meses de sobriedad”, compartió un participante.*

Programa Clínico de Evaluación y Consejería para Jóvenes en el Sistema Judicial
Programa Clínico de Evaluación y Consejería para Jóvenes en el Sistema Judicial aborda la continuidad de necesidades a los jóvenes participantes presentándole servicios de evaluación extensiva para la salud mental. Estas evaluaciones extensivas aseguran que los jóvenes participantes reciban los servicios recomendados más precisos para atender su situación particular.
El programa clínico de evaluación y consejería también brinda consejería grupal a través de la terapia conductual enfocada en el trauma participando de conversaciones en grupo, evaluaciones de consumo de sustancias/alcohol y terapia grupal para jóvenes referidos al programa por los consejeros del Juzgado Juvenil. El programa aborda comportamientos delictivos, la dinámica familiar, otras barreras, y mejora su capacidad para enfrentar de manera efectiva experiencias complejas y traumáticas. Los servicios de consejería eficaz ayudan a eliminar barreras/reducir la reincidencia de delitos a los jóvenes involucrados en el sistema judicial.
Restauración de Licencias de Conducir
No tener una licencia de conducir crea barreras a oportunidades y quizás dificultando el acceso a un empleo significativo, una vivienda económica y otras oportunidades necesarias para mantenerse libre de problemas judiciales. El proyecto de Restauración de Licencias de Conducir, en colaboración con Pisgah Legal Services, se expandirá para ayudar aproximadamente 1 de cada 7 personas que tienen suspensiones de licencias de conducir relacionadas con el incumplimiento de pago de multas de tránsito/corte o la falta de comparecencia ante el tribunal por infracciones de tránsito. Después de haber finalizado el programa, un participante compartió: “Soy veterano del Ejército de los Estados Unidos. Cuando busqué ayuda en el Centro de Recursos Judiciales por primera vez, trabajaba en la industria hotelera y a la vez estudiaba para convertirme en un Especialista Certificado en Terapia de Apoyo Mutuo. Con la ayuda del personal de Pisgah Legal Services en el Centro de Recursos Judiciales, pude obtener mi licencia de conducir y conseguir trabajo ayudando a otros veteranos. Ahora he obtenido mi certificación como Terapista de Apoyo Mutuo y trabajo todos los días con personas que tienen problemas de consumo de sustancias o salud mental que están involucradas en el sistema de justicia penal”.*
