Can the city be sued for allowing so many vagrants to migrate to AVL for so many free giveaways ? The current council has ruined AVL. HOW do we hold them accountable ?

In Asheville, taxpayers pay for repetition of failures…Asheville needs help. Stock up on water…going to be a long winter.
