    Someone had to be the scapegoat of this situation…does anyone truly believe that the powers at be would have actually accepted responsibility for all the ongoing issues within the department and city government as a whole?

    Why would they admit fault internally when all they truly need to do is fire a couple veteran staff that already qualified for retirement on the tax payers dollar…
